Park Shore's story begins in the early 1970s when Raymond L. Lutgert and the Lutgert family acquired 760 acres of undeveloped land and set out to build Naples' first master-planned neighborhood from the ground up. The vision was comprehensive: a community with Gulf-front residential towers, Venetian Bay waterfront homes, a dedicated park and beach access point, and a commercial village integrated into the waterfront. The Park Shore Association (PSA) is a voluntary community organization open to all residential property owners within Park Shore — both single-family homeowners and condominium residents. PSA membership provides access to Raymond Lutgert Park, a private beach park for members located at 4061 Gulf Shore Boulevard North at the intersection with Park Shore Drive. The park hosts seasonal community events including the Spring Fling and Easter Egg Hunt. Membership fees are a $500 one-time signup, $300 annual subscription, $150 annual renewal, and $100 voluntary annual dues — a modest cost for private beach access in one of Naples' most desirable locations. Because membership is voluntary and not tied to any mandatory HOA, Park Shore single-family homeowners are not subject to community-wide mandatory fees.
